Congress rules on RUC training
The US Congress has passed legislation regulating training and exchange programmes between the FBI and Royal Ulster Constabulary. It has brought in provisions to check the human rights records of RUC officers before they take part in American police training. Father Sean McManus of the Irish National Caucus, the US-based republican pressure group, said Congress was sending out a message. Father McManus said: "The legislation, the State Department Authorisation, contains provisions that clearly demonstrate the Congress' concern about equality and human rights in Northern Ireland." He said it wanted to make clear that "none of our tax dollars should go to members of the RUC who have violated human rights".
