A former Labour minister says Plaid Cymru has "run rings" around his Welsh assembly colleagues since their coalition a year ago.

Economist Gerald Holtham will chair an investigation into how Wales gets public funding and look at tax-varying powers.

Labour and Plaid Cymru say they are delivering better public services but the opposition say it has been a wasted year.
